The National Medium and Long-term Science and Technology Development Plan (2006-2020) states that after 15 years of efforts, eight major goals will be achieved in several important aspects of science and technology in China, of which "the overall strength of agricultural science and technology will reach the forefront of the world, promoting the improvement of comprehensive agricultural production capacity and effectively safeguarding national food security" is listed second. The outline also points out that "the overall strength of agricultural science and technology should reach the top of the world, promote the improvement of comprehensive agricultural production capacity and effectively safeguard national food security". The outline also points out the need to "strengthen the construction of experimental bases, infrastructure and platforms, attract and gather high-level talents, and promote the organic integration of projects, bases and talents". The Implementation Plan for Deepening the Reform of the Science and Technology System calls for the restructuring of the layout of the national science and technology programmes in accordance with the five categories of science and technology programmes: the National Natural Science Foundation, the National Science and Technology Major Projects, the National Key Research and Development Programme, the Technology Innovation Guidance Programme (Fund), and the Bases and Talents Programme, and for the implementation of categorized management and support.
As a national field scientific observation station of the Ministry of Science and Technology, Yucheng Station conducts long-term research on the process, structure, function and pattern of farmland ecosystems with the goal of ensuring national food security and ecological and environmental safety. As a national, Chinese Academy of Sciences and local science and technology innovation platform, it is an important part of the national science and technology plan layout of "base and talent special", which is in line with the overall plan of China's science and technology development, while strengthening the platform construction and continuously attracting high-level talents.
